FREE FRANKED BY STEPHEN DECATUR, AT THE AGE OF 25, THE YOUNGEST MAN IN THE HISTORY OF THE U.S. NAVY TO REACH THE RANK OF CAPTAIN.  HE PLAYED A MAJOR ROLE IN THE EARLY DEVELOPMENT OF THE NAVY AND SERVED IN THE BARBARY WARS AND THE WAR OF 1812.  HE COMMANDED MANY NAVAL VESSELS AND ULTIMATELY BECAME A MEMBER OF THE BOARD OF NAVY COMMISSIONERS.  HE WAS KILLED IN A DUEL BY JAMES BARRON, A FELLOW NAVAL OFFICER OF WHOM DECATUR WAS CRITICAL, HAVING SERVED ON A COURT MARTIAL THAT FOUND BARRON GUILTY OF "UNPREPAREDNESS" BECAUSE OF THE LOSS OF THE
